The mission of the South Central Planning & Development Commission (SCPD) is to help member parishes and municipalities plan for the future through performing a variety of services to meet the ever-changing needs and challenges of its member governments. These services include long-range planning, state and federal liaison, current issues, membership services and services to business and citizens. The SCPD administer several federal funds that promote economic development and the environment.




SCPDC administrates EPA’s funds for the development of environmental assessments of hazardous and petroleum sites the region. Assessments of both private and public properties can be funded. To receive assistance, local property owners and developers voluntarily enter their sites into the program.

Wildlife and Fisheries

SCPDC administrates three Wildlife and Fisheries programs concerning recovery in Louisiana by assisting the fishing industry: a cooperative survey program to qualified Louisiana resident wholesale/retail seafood dealers and commercial fishermen; and, Gustav & Ike Distributions (GIDS) that administers the distribution of funding for reinvestment to qualified commercial Louisiana 2008 resident fishermen license holders and wholesale/retail seafood dealers.

Economic Development Administration (EDA) Grants

CEDS-SCPDC receives an annual grant from the Economic Development Administration (EDA) to provide economic development technical and planning assistance to parish and municipalities in the District. Each year the Commission prepares an update to its Comprehensive Economic Development Strategy (CEDS).
